Guinea’s Draft Constitution Proposes Presidential Term Limits and Bicameral Legislature

Gambiaj.com – (CONAKRY, Guinea) – The Transitional National Council (CNT) of Guinea unveiled the draft of the new Constitution on Monday, aiming to reshape the nation’s political landscape.

The proposed text introduces significant reforms, including a two-term limit for the presidency, a sponsorship system for candidates, and age restrictions for presidential aspirants. Candidates must be between 35 and 80 years old.

This draft constitution effectively excludes former President Alpha Condé from future presidential bids due to his age of 86 years. Similarly, Sidya Touré, leader of the Union of Republican Forces (UFR), faces potential exclusion as he is currently 79 and will be 80 by 2025. On the other hand, current President Mamadi Doumbouya appears eligible to run under the new rules.

A key innovation in the draft is the establishment of a bicameral parliament, comprising a National Assembly and a Senate. The National Assembly members will serve five-year terms, while Senators will have six-year terms. Candidates for the legislative elections must be Guinean nationals aged between 21 and 80, and enjoy full civil and political rights. Senate candidates must be at least 40 years old and also not older than 80.

The draft constitution will be presented for a referendum by the end of the year. The unveiling ceremony at the CNT headquarters was attended by government members, diplomatic representatives, political parties, and civil society actors.

To ensure inclusivity, thematic working sessions are planned to enrich the document before its submission to President Mamadi Doumbouya. According to CNT President Dansa Kourouma, the text will be debated nationwide to reach a national consensus before the referendum.
