Acting on the directives of President Bassirou Diomaye Diakhar Faye, Sonko issued a circular detailing strict guidelines to ensure optimal use of state resources.
The circular, which was sent for follow-up to the President and the Minister Secretary General of the Government, prohibits the use of certain electrical appliances such as coffee machines, microwaves, and refrigerators in individual offices. Sonko emphasized the importance of shifting towards shared amenities and spaces to promote cost savings and responsible management of state assets.
According to the circular titled “Rationalization Measures in the Layout and Occupation of Workspaces,” Sonko called for a change in behavior within the administration to foster an ethical approach to state property management. He highlighted the need for balancing the comfort of government employees with the broader goal of rationalization and economy, aiming to align the Senegalese administration with international best practices.
Some of the key measures outlined in the circular include:
- Consolidation of Office Equipment: Offices are instructed to develop shared spaces for network printers rather than providing individual printers for each office, particularly in secretarial pools.
- Common Areas for Amenities: The circular mandates the creation of common areas where refrigerators, coffee machines, and microwaves can be safely installed, replacing individual allocations to offices.
- Restrictions on Television Sets: The use of television sets will be limited to the offices of Directors General and Directors, as well as common areas like meeting or dining rooms. The allocation of TVs and subscriptions to pay channels will also be strictly regulated.
- Standardized Office Furnishings: Office furnishings will be standardized according to the level of responsibility of the employees, with a preference for national furniture.
- Compliance with Existing Regulations: The directive urges adherence to Decree No. 2018-842 of May 9, 2018, which governs the accounting of materials.
- Promotion of Remote Meetings: To reduce travel and associated costs, Sonko encouraged the use of videoconferencing for non-sensitive matters with other administrations and decentralized services.
Sonko emphasized that these measures are crucial for achieving a more efficient, cost-effective, and sustainable public administration in Senegal. “I attach importance to the correct execution of this circular,” Sonko concluded, underscoring his commitment to ensuring these reforms are fully implemented.
