Gambiaj.com – (DAKAR, Senegal) – Rear Admiral Oumar Wade has been appointed Chief of General Staff of the Senegalese Armed Forces (CEMGA), becoming the first naval officer in the country’s history to assume the top military command role. The decision marks a historic shift in Senegal’s defense leadership, traditionally dominated by the army.
Wade, who has served since April 2023 as the President’s Special Military Advisor (Chef d’État-major Particulier), succeeds Lieutenant General Mbaye Cissé, who will move to the second section of general officers in February.
A highly respected figure within Senegal’s defense establishment, Rear Admiral Wade brings decades of experience, particularly in maritime security and military modernization.
A graduate of the prestigious U.S. Military Academy at West Point, he previously commanded the Senegalese Navy, leading major reforms in fleet expansion, personnel training, and operational efficiency.
His tenure was also marked by deepened cooperation with international partners, including joint maritime security initiatives with the French Navy and participation in multinational exercises such as Obangame Express.
As the President’s Special Military Advisor, Wade played a strategic role in shaping national defense policy, advising on procurement, modernization, and regional security threats—expertise that is expected to define his era as head of the armed forces.
The transition comes as Senegal continues to reinforce defense cooperation with regional partners, particularly The Gambia.
Outgoing Chief of General Staff Lieutenant General Mbaye Cissé maintained strong bilateral military ties with Banjul, holding regular engagements with Gambian Vice President Mohammed B.S. Jallow, the Chief of Defense Staff Major General Mamat O. Cham, and the Defense Minister.
Under Cissé’s leadership, Senegal and The Gambia strengthened joint border patrols, enhanced intelligence sharing, and coordinated operations to address cross-border security threats. These efforts have helped fortify regional alliances and promote stability across the West African subregion.
Rear Admiral Wade’s appointment signals continuity in regional security cooperation while ushering in a new era for Senegal’s military leadership, one that places maritime expertise at the center of national and regional defense strategy.
